OCMI’s holistic CM approach promotes efficiency in capital program

Recognizing the strength of our holistic construction management approach, San Diego Gas & Electric (SDG&E) selected OCMI to create value and efficiencies across its entire construction program on an as-needed basis. OCMI began by implementing accurate year-end cash flow tracking, allowing SDG&E to determine actual versus budget spending and close 2021 financials with no negative variances. The OCMI CM team provides full-time project coordination and project management for various improvement projects at SDG&E/Sempra locations as part of the agency’s capital budget.

Subsequent tasks have included over 30 construction management, project coordination, and cost estimating projects for both new construction and renovations ranging in complexity from tenant improvements, HVAC upgrades, window replacements, roofing replacements, PV installation, security & access control upgrades, new construction of CMU storage and locker room facility, and switchgear replacement. Through this work, we have delivered the following successful outcomes for SDG&E:

Agreement Tracking: OCMI’s Construction Data Analyst developed a live tracking tool to monitor funds on all blanket agreements, averaging $1M per agreement across 30 different vendors.

City Permit Delays: In response to the City of San Diego’s permitting process backlogs, OCMI incorporated a delayed timeline into all project schedules to improve scheduling accuracy. This solution also ensures accuracy in our cash flow projections to support annual spending planning. To further protect delivery due to permitting delays, OCMI regularly maintains active communication with the Architect to monitor permit application status. By leading weekly design coordination meetings, OCMI also minimizes delays by ensuring proper field verification and coordination between the various design disciplines.

Training: OCMI’s Project Coordinator is responsible for onboarding and training Project Coordinators employed by other team members. This process ensures compliance with the City’s project delivery requirements across the entire team and consistency in deliverables and communication.

Cost Modeling & Estimating: As a result of OCMI’s close attention to detail regarding cash flows and project budgets, SDG&E expanded our scope to include cost models and cost estimate development. OCMI is the only contractor among SDG&E’s on-call PM/CM roster to be entrusted with this service. We perform these cost services not only on our CM task orders but also on those delivered by the other PM/CM contractors, illustrating SDG&E’s trust in the accuracy of our cost management services.
