A History of Service


OCMI was founded in 1982 by Colm O’Connor as a cost consultancy for owners and design professionals. We are a California DGS Disabled Veteran Owned Business Enterprise (DVBE). Over the past four decades, we have broadened our scope of services to excel at every aspect of program, project and construction management. We have offices throughout the United States and are proud to be a robust and diverse organization of more than 160 construction management professionals.

Ciaran O'Connor

CHAIRMAN/CEO

Ciaran has more than 15 years of leadership experience in the construction and military industries. He is the CEO of OCMI and guides the firm in visionary and strategic expansion while leading our team of executive leaders and driving company initiatives. He received his BS in Organizational Psychology from St. Mary’s College of California. Ciaran served as Intelligence Officer and Economic Team Chief in the 426 Civil Affairs Battalion, Mosul, Iraq, as well as several roles for the Boeing Company – including Field Service Representative (FSR) and Mission Commander.

Justin Peterson

CFO

Justin Peterson serves as Chief Financial Officer at OCMI, where he leads firmwide financial strategy and plays a key role in guiding the company’s continued growth and operational performance. With more than 30 years of experience, Justin has been instrumental in shaping OCMI’s expansion, including establishing the firm’s Las Vegas office and mentoring future leaders across the organization. His expertise spans cost estimating, scheduling, and financial management for complex international and stateside construction programs. Justin is a Lifetime Certified Professional Estimator (ASPE), Planning & Scheduling Professional (AACEI), LEED Accredited Professional (USGBC), and a Licensed General Contractor in the State of Nevada. He holds a degree from California Polytechnic State University, San Luis Obispo.

Neil Murphy

PRESIDENT

Neil Murphy leads OCMI’s national program & project management practice and oversees operations across the firm’s regional offices. With more than two decades of experience managing complex capital programs, Neil has guided the delivery of major public and private projects across higher education, infrastructure, and civic markets, including the award-winning SDSU Snapdragon Stadium. As President, he focuses on strengthening operational consistency, expanding OCMI’s construction management capabilities, and mentoring the next generation of project leaders. He is a graduate of Illinois Institute of Technology with a degree in Civil Engineering and is a licensed General Contractor (B) in the State of California.

Tom Strandberg

EXECUTIVE VICE PRESIDENT

Tom Strandberg serves as Executive Vice President at OCMI, where he leads the development and strengthening of strategic client relationships and drives growth across key markets. He plays a central role in scaling the firm’s capabilities nationwide, with a particular focus on expanding OCMI’s federal sector presence. With more than 15 years of experience, Tom has been instrumental in OCMI’s geographic and service expansion on the East Coast. After joining the firm in 2007 and working in both San Diego and Las Vegas, he relocated to lead the DC Metro office in, growing it into a full-service operation supporting owners, architects, engineers, and contractors. His expertise spans cost management, scheduling, and project controls, with leadership across multidisciplinary teams and complex programs nationwide. Tom holds a Bachelor of Science in International Business and Political Science from San Diego State University. He is a Certified Cost Professional (AACEI), Planning & Scheduling Professional (AACEI), Project Management Professional (PMP), and LEED Accredited Professional BD+C (USGBC).

John Mauk

SENIOR VICE PRESIDENT

John Mauk serves as Senior Vice President at OCMI, where he leads the firm’s cost management practice and drives consistency in estimating standards across all offices. Based in Southern California, he plays a critical role in mentoring the firm’s estimating teams and advancing quality control. With more than 25 years of experience at OCMI, John has been instrumental in developing and implementing standardized cost practices nationwide. His expertise spans cost estimating, audit services, constructability reviews, and quality management for complex construction programs for public agencies, with a focus on city and state agencies and port entities. John holds a degree in Construction Management from Cal Poly, San Luis Obispo. He is a Lifetime Certified Professional Estimator (ASPE), Certified Cost Professional (AACEI), Construction Cost Professional (NACA), and LEED Accredited Professional (USGBC).

Claire O'Connor

SENIOR VICE PRESIDENT

Claire O’Connor serves as Senior Vice President at OCMI, leading the firm’s Northern California operations, including its San Francisco and Sacramento offices. She provides executive leadership across OCMI’s project delivery and strategic growth initiatives, advancing the firm’s integrated services in project management, cost estimating, and scheduling. A certified Project Management Professional (PMP)®, Claire also leads teams in delivering projects, with an emphasis on collaboration and client service in alignment with OCMI’s “One Team” culture. She is passionate about developing the next generation of industry professionals and actively supports CMAA student chapters and initiatives that advance women in construction.

Conor Clarke

VICE PRESIDENT

As an integral part of OCMI’s corporate initiatives, Conor applies his experience in team management and leadership, economic analysis and customized cost estimating solutions to lead several key initiatives in market analysis and forecasting. He is the resident economist for OCMI, responsible for all aspects of generating market analysis and reports for internal and client purposes. Conor received a BA in Ethics & Political Philosophy from Brown University and is affiliated with the Society of American Military Engineers (SAME) and the Association for Advancement of Cost Engineering International (AACEI).

Michael Velose

VICE PRESIDENT

Michael Velose serves as Vice President at OCMI, where he leads cost management efforts in the Southeast and supports the development of firmwide cost control standards. As the leader of OCMI’s Charlotte office, he has been instrumental in expanding the firm’s presence while strengthening its technical cost expertise. With more than 25 years of experience in estimating and construction with a strong background in electrical and mechanical systems, Michael brings specialized expertise in lifecycle cost analysis, value engineering, and cost control for complex, high-profile projects in the United States and internationally. His technical depth enhances OCMI’s ability to deliver accurate, discipline-informed cost solutions across diverse project types. Michael is a Certified Professional Estimator (CPE) and Certified Cost Professional (CCP). He holds a Bachelor of Science in Mechanical Engineering Technology and a Master of Science in Management of Technology.

Michael Mejia

VICE PRESIDENT

Since joining the firm in 2008, Michael Mejia has demonstrated exceptional leadership skills in cost estimating, preconstruction services, and construction management. He holds a BS in Construction Engineering from San Diego State University. As an Estimating Practice Leader, Mike oversees the daily operations of the estimating staff and keeps on top of industry and market trends while managing preconstruction and cost management efforts in the San Diego regional office.

Kyle Veater

VICE PRESIDENT

Kyle Veater serves as Vice President at OCMI and leads the firm’s Dallas office, driving regional growth in the Texas market while overseeing multidisciplinary teams across cost, scheduling, and construction management. He plays a key role in advancing the firm’s cost advisory services, with a focus on federal and higher education projects. With experience in preconstruction and project delivery, Kyle serves as a trusted advisor to owners, guiding projects from early planning through procurement by aligning scope and budget against current and future market conditions. He also leads the firm’s economic forecasting practice, delivering nationwide market studies that combine quantitative and qualitative research, industry insights, and data-driven analysis to support informed decision-making. Kyle holds a Bachelor of Science in Business Management from George Mason University and is an active industry leader, having previously served as President of SMPS Dallas and is a participant of the CMAA North Texas Young Leaders Committee.

Justin Dorsey

VICE PRESIDENT

Justin Dorsey serves as Vice President and OCMI’s national Construction Management practice leader, known for his strong communication skills and ability to build trusted relationships with owners, helping teams deliver with clarity and confidence. With more than 20 years of experience, Justin has led complex, multi-disciplinary teams delivering major construction programs for higher education clients nationwide, including award-winning projects at San Diego State University. His experience spans project management, construction management, and project controls, guiding teams from planning through delivery. In his leadership role, Justin drives consistency across OCMI’s CM/PM practice by standardizing processes, strengthening team capabilities through training and resources, and supporting the firm’s continued national growth. He holds a BS in Information Systems Management from Tulane University and is a Certified Construction Manager (CCM) and Project Management Professional (PMP).

John Gorski

VICE PRESIDENT

John Gorski serves as Vice President of Scheduling at OCMI, leading the firm’s scheduling practice and bringing more than 25 years of experience in project scheduling and controls. He is responsible for advancing OCMI’s scheduling standards and methodologies while overseeing the delivery of scheduling services across the firm. John is known for his ability to quickly integrate into complex projects, providing clear, actionable schedule insights that support decision-making and keep teams aligned. His collaborative, solutions-oriented approach is highly valued by both clients and project teams, particularly on large, multi-stakeholder programs. He holds a Bachelor of Science in City and Regional Planning from California Polytechnic State University, San Luis Obispo, and is a certified Planning & Scheduling Professional (PSP).

Alison Murphy

VICE PRESIDENT

Alison Murphy serves as Vice President at OCMI, overseeing marketing and business development operations across the firm’s nationwide offices. With over 20 years of experience in AEC marketing, she plays a key role in shaping OCMI’s brand and driving strategic and revenue growth.

Alison leads firmwide strategic initiatives, guiding the development and execution of OCMI’s strategic plan while driving growth through client acquisition, cross-selling of services, and expansion across geographic markets. She works closely with leadership across all offices, with a focus in California, to strengthen the firm’s national footprint and align business development efforts with market opportunities. She is also responsible for performance benchmarking, firmwide reporting, and ensuring accountability to strategic goals at all levels of the organization. In addition, she leads OCMI’s mentorship program, supporting leadership development and strengthening the firm’s long-term talent pipeline. She holds a BA in Human Services from the University of Phoenix and is a past President of the Society for Marketing Professional Services (SMPS) San Diego Chapter.
